Full Resolution on Concern No. 16:
Rights and welfare of homeless persons, refugees and migrant workers displaced by imperialism and local reactionaries

Whereas, millions of people around the world are forcibly displaced and rendered homeless due to wars of aggression, development aggression and ethnic and religious conflicts perpetrated by imperialist states, inter-imperialist aggression, and supported by their local puppet regimes;

Whereas, the exploitation and oppression of monopoly capitalism and the local reactionaries is the root cause of this forced displacement of people; and that this root cause has resulted to extreme poverty, absence or lack of basic social services and employment opportunities, leaving people homeless and displaced;

Whereas, political repression, militarization and hamletting have uprooted more than 6 million internally displaced peoples or IDP (27% of a total of 21.8 million), about 400,000 (2%) returned IDP, and another 1.7 million (8%) displaced, as per UNHCR statistics;

Whereas, the war of aggression in Palestine led by the US and Israeli for the purpose of strengthening strategic control over the Middle East, and other wars of aggression in the Philippines (especially in Mindanao), the Darfur region in Sudan, Burma, Bhutan, Sri Lanka, India, Iraq and Afghanistan, Mexico (Chiapas), are designed to increase imperialist dominance, retain or gain positions of strength, fields of investment, sources of raw materials and markets, instigate and manipulate ethnic and religious conflicts, and derail the minds of people to fight, take militant actions and take the revolutionary path.

Whereas, colonization and wars of aggression are the worst forms of national oppression, forcibly displacing people en masse and denying them of their national sovereignty and rights as a people;

Whereas, displaced peoples are denied of emergency relief and of their health rights and increase their vulnerability to disease and ill health;

Be it resolved as it is hereby resolved that the workshop should:

1. Fight imperialism and all evils that cause homelessness and displacement of peoples around the world. Expose and oppose wars of aggression, development aggression, militarization, hamletting, and all other forms that causes forced displacement of peoples and communities.

2. Work towards the empowerment of homeless and displaced peoples by organizing them, raising their awareness, and mobilizing them, to struggle for their rights, welfare, and national sovereignty as a people.

3. Support the fight for self-determination of the Palestinian people as well as the Palestinian Anti-Apartheid Wall Campaign.

4. Launch solidarity campaigns in support the call for justice for all displaced peoples in Bhutan, Burma, Sri Lanka, India, Bangsamoro, Sudan, Iraq, and Afghanistan.

5. Fight for the rights of homeless and displaced peoples and work for the betterment of their conditions in terms of job opportunities, decent housing, decent wage, access to basic social services, etc.

6. Develop solidarity relations and cooperation with homeless and displaced peoples. Gather material and political support for them.#
